United Kingdom

The UK has performed consistently in the Barometer, and is joint first with Germany and the Netherlands. There is a statutory cross-departmental working group which meets regularly on the FLEGT Regulation and a bi-monthly cross-departmental stakeholder meeting working on the EU Timber Regulation. The FLEGT Regulation is at the write-round stage and will be laid before Parliament shortly. Comparatively weak penalties and sanctions are envisaged. The UK government has a timber procurement policy which is mandatory for central government, but voluntary for other parts of the public sector. There is evidence that some procured wood products are from legal and sustainable sources. The UK government is heavily involved with VPAs in producer countries. Some improvements in governance have been identified. Preparatory work is ongoing for the EU Timber Regulation, and it is planned that penalties and sanctions will be robust and proportionate.
